Step 1 — Reporting verb past: said.
Step 2 — Backshift: am → was; now → then.
Answer: He said **that he was busy then**.
Remove inverted commas; add **that**.
Common mistakes
- He said that I am busy (pronoun not changed from speaker's view).
- He said me (say does not take indirect object like tell).
- Forgetting whether in yes/no questions.
- Order of words wrong in indirect question.
